That's one question, Phil.  Another is what exactly does that shift-change procedure the Gov cited entail?

Hard to imagine folks would leave the alert authoring tool lying around in a "cocked" state, but I guess that needs to be verified too.

Of course it would be a mistake to imagine that just demonizing one vendor would be an adequate response.  There is at present no requirement that alerting tools be subjected to scientific usability study, and there's no business incentive for vendors to spend that extra money on testing and interface requirements.  For at least some providers the goal appears to have been to graft the IPAWS authoring function onto the side of their existing product, grudgingly and with a minimum of changes.

Personally I think we need a dedicated "reference implementation" IPAWS tool that's been thoroughly engineered, including usability engineering.  Of course anti-government ideologues will howl at the suggestion, but the price of laissez-faire in this matter has been paid in Californian's lives as well as in deflated effectiveness of WEA and EAS.

Anyone know which front end HI EM uses for EAS and/or WEA origination?

I ask because I'm skeptical of the Governor's claim that "someone pushed the
wrong button."  It seems more likely to me that someone chose the wrong
template a couple of screens before hitting the final "Return" or mouse
click for "Send."

Of course, had someone left a PC sitting on the final activation screen, the
"wrong button" explanation would make more sense.
