I created a "virtual red envelope" concept after the Bobby Bones incident
a few years ago for EAN/EAT and NPT. It's simple to implement, but would
require a few rules changes as well as increased work at FEMA to
maintain/sustain the PEP EAS boxes.
The problem with using such a validation tool is simply the source is
confirmed as real. And in this case, they would have likely sent an
authentication code in the process. So it would have been a moot point had
the protocols involved been followed as intended.
More over, authentication codes tend to increase confidence downstream of
the issuing agency as the event being real. In this case, it would have
been an additional level of heightened anxiety by all parties involved.
Bottom line...authentication codes are simply superfluous when it comes to
errant messages originated by the right sources. They would help confirm
the systems are working as intended, but not eliminate errors in issuance.
