I heard from some 'unconfirmed sources' in Hawaii ... "at EOC, there
is a shift change early on weekends, and the cleaning folks wiped off
a control console or keyboard and triggered a 1/4 alert, setting the
cell phone and twitter automated calls. It takes more than one staff
person to trigger a real alert."

Also, as far as folks reporting seeing it on TV - "Direct line from
EOC to the cable command center. All automatic"
