Mike is correct on how the Virtual Red Envelope (VRE) can help solve authentication issues.

What is needed here as pointed out by Art Botterell and others including me is to finally put in place ways to make sure that all the warning tools that EM originators use are thoroughly tested by FEMA at the Navy's Joint Interoperability Test Command (JITC) lab:

Yes. EAS box vendors have all been tested by the JTIC as far as IPAWS is concerned. I would like to see the JTIC have test protocols in place to validate compliance with overall EAS, WEA and social media public warning abilities and safety features for all elements of the origination process. 

No vendor of systems, devices or software being sold to state, regional and local governments should be allowed to be sold without comprehensive JITC testing to a rigorous set of standards.Such systems already in the field should be tested and any that do not comply should be fixed or replaced.
