At the risk of sounding like an automation system stuck on a repeating liner, nothing will really change until the US had a real national strategy that better integrates emergency public information and the subset of warnings into overall emergency management practices in NIMS. IMO just getting "closer" is not enough. We have a name acronym for this strategy thanks to FEMA. That name is IPAWS. A national warning strategy will realize the promise and potential of of the IPAWS acronym.
