On the topic of "Complete Reimagining of Public Warning Systems", and 
angst that CSRIC is downscoping "complete".

Is the FCC the best place to drive the "complete" conversation?  Part 
of what we continue to bump into here is the disconnect between alert 
originators, the alert distribution system, and the public.  The FCC 
has control over just two parts of the distribution system (EAS and 
WEA) and very little control over any of the rest of it.

The FEMA NAC IPAWS subcommittee is at least closer to the originator 
community.  The FCC is a part of the IPAWS subcommitee.
