I would add that there's a structural challenge in that IPAWS is run by FEMA's National Continuity Programs (NCP) Directorate, which is primarily tasked with continuity of federal government.  (These are the folks with combination locks on their office doors.)  Nuances of state and local use of IPAWS sometimes need to be explained to NCP's management, as that's not their background or expertise.  The IPAWS staff themselves have learned quickly, but the direction they get from "upstairs" isn't always what state and local users would recommend.
