This is utopic at best. No PD or GM is going buy into a system which
interrupts their revenue stream. At least lacking some semblance of
compulsory carriage (either by rule or statute) and a means to easily
screen the message prior to re-transmission. Such is a non-starter in the
current regulatory environment.

ATSC 3.0 has it right. Manage emergency comm's in background where it's
carriage is assured and then go from there with receivers doing the heavy
lifting to determining whether that location should see the warning or
advisory. As I recall reading, the emergency message portion is being
actively tested and/or used in several countries having already rolled out
the standard.

I have always advocated the same be done with AM and FM, even shortwave
stations, using existing technology where the primary audio stream is not
interrupted and the system can be under 24/365 test.

Separately, the FCC's Technical Advisory Committee is speaking about
instituting receiver standards aimed at mitigating interference. Should
any standards on receivers include emergency message reception via these
background methods?
