[EAS] mobile alerts

There has been some discussion of the inefficacy of WEA alerts 
to motorists, as recently run in PA. 

It was noted that these - if aimed motorists - was ill advised,
as motorists should not be reading texts.

It was noted that these - if at night - would waken people and
reduce public confidence.

As with many "ideas" for improving the warning system, this
whole are fails, as EAS/WEA should never be used for 
traffic news. 

Much more effective would be a way - perhaps using 
EAS - or maybe direct lines or Internet - to feed 
broadcast ...   But, the key to using what is already in
place is somehow getting broadcast to buy into 
actually serving their areas - GMs and PDs must
be a part of improving the warning system.
