[EAS] Blue Alert Implementation

My prior comments in opposition to the code not withstanding, they should
write them using the proper code. The FCC didn't place a "no earlier than"
start date on when it could used. They only required it be implemented no
later than a certain date when manufacturers could release updates to
include the new codes in updated firmware.

Your comment on which code could be used was a substantial point I was
making in my comments on the matter. It could be either. However, now the
state is only going to confuse things when they issue the wrong code for
the event using anything but BLU in the interim. Bad idea.

They should simply write the procedure properly and then table it until
the BLU code is universally available in equipment across all distribution
modes and mediums.
