I suspect - In this political climate - Politicians are desperate to do
something that will make them look good.   These folks have a long history
of coming up with things that are not needed.   Justification of existence
is a huge motivator !  - Clay

Phil - I think you are being too modest - it is absolutely a ridiculous bit
of BS foisted upon a system that people are already confused enough about
(EAS) - but in my view it does have one tiny bright side - if I ever get
one, I'll know what part of town to avoid......
