In response to another question you raised, according to the Federal Register publication of the Blue Alert FCC rule,
"This rule is effective January 18, 2018. Delivery of Blue Alerts over EAS will be implemented January 18, 2019. Delivery of Blue Alerts over WEA will be implemented July 18, 2019."
The EAS equipment manufacturers are writing software updates. No firm word on when the updates will be available. As for an interim code, CEM seems like a logical choice. You'd want to reserve LEW for other law enforcement-related events.
