        The only way to do this is to get the FCC
        to issue an advisory.  The bureaucratic mind
        resists this, as it loves the "loophole" to cite
        when they want. 

        Some would say that a series of contacts and PRM
        offered up to the Commission might cause the
        FCC to actually do something. Chairman Pai has
        essentially said he is willing to listen.

        That said, in places where message flooding
        is happening, as in Texas last week, if the     
        inspector saw the normal tests and a bunch
        of Alerts, he might well not notice if a few
        were missing.  Not that i'm recommending
        that - but I have seen stations that rarely
        log more than tests and first activations of
        alerts.
