That's kind of farther down the road. The correct vehicle would be a
Declaratory Ruling. Not a NPRM.

I'm not looking to change any rules. Just provide acceptable (to the FCC)
practice which licensees can follow. Hence the reason I'm looking for a
case which may have already gone through the process.
