Did you see Commissioner Rosenworcel's comments opposing the deletion of the main studio rule?  The ghost of Minot reemerged. This is what I fear about the multi-lingual EAS survey.  This issue is yet another political weapon.

As I commented before, I can just see some activist waving around a report showing  "98% of the radio stations in this country 'refuse' to broadcast EAS warnings to endangered minority communities!!!" (As, if, of course, anyone was generating those foreign language warnings in the first place.)

An unworkable mandate is coming.  At very least, endless reporting mandates on our alerting activity.
