[EAS] Agency relations

As it said in the article, "I don't care who responds. Shoot at the 
flames!"

This reminds me of a similar situation in the last century out on Long 
Island at the two towns of Syosset and Jericho NY. As the towns expanded 
they ended up with intermingled residential streets.  The boundaries did 
not always run through the middle of the road.  Homes burned as fire 
departments could not determine their jurisdiction upon arrival!  The 
solution included placards on every lawn indicating the fire district 
for each house!  And, of course, dispatchers would still have to send 
out fire fighters from both towns since they often had no way to 
determine jurisdiction in advance.

I'd hope that both towns eventually agreed to share resources and fight 
the dammed fires regardless of jurisdiction.  The chief of first engine 
company on the scene should have been given the priority to be the lead.
