[EAS] About this multilingual order...

NWS has a Spanish language program available. They can install a separate NOAA transmitter for Spanish messages which Spanish stations can monitor.  Spanish language stations can split the cost of the transmitter, about 10,000$ last time I checked. If there's 10 stations in the market, the price is certainly worth it. Someone just needs to get the stations to agree to the project.
