Yes.  California is a "home rule" state in that the state pays great deference to local authorities on how they want to manage things.  Several of the local agencies involved in the fires have said that they're satisfied using the commercial services they've selected.  Public response will ultimately encourage or discourage that view.

This is factual, from what we have gathered so far.  No EAS or WEA from this particular county.  Other CA counties did use these public warning tools.  One notably with 0 loss of life reported so far.

I also heard firsthand from people from the area that did not subscribe/opt in to the private messaging service the county contracted.  One noted not even knowing about it (of course he was just visiting the West Coast, so wasn't likely to know about the opt in system).
