This is factual, from what we have gathered so far. No EAS or WEA from this particular county. Other CA counties did use these public warning tools. One notably with 0 loss of life reported so far.
I also heard firsthand from people from the area that did not subscribe/opt in to the private messaging service the county contracted. One noted not even knowing about it (of course he was just visiting the West Coast, so wasn't likely to know about the opt in system).

I received the following this morning:
"I checked with Gordon Zlot at KZST and he said that EAS was never activated during the recent fires here in Sonoma County."
