Yes, I forgot to include RMT since it's specifically included. But your
take is similar to my take on all others. The most bothersome issue is
whether NWS (federal) messages are considered "local" in this context. Or
does the mere fact the NWS is a federal agency make that distinction moot.

Otherwise, I concur there is so much ambiguity that it makes the whole
system bog down in it's own subtle, but distinct minutia.
