[EAS] Humans thwart disaster alerts - - URL

I would think that NWS alerts would be considered local.
Monitoring sources are determined on a state level, so it would seem that NWS would not have to be in the mix.
There is no requirement that I could find in part 11 that requires NWS to participate in EAS.
NWS alerts range from local to statewide in nature dependent on state plans. 
We are not required to carry NWS alerts and NWS doesn't carry the EAN or NPT.
I think it is safe to say that NWS alerts in EAS are local.
