more concerned about sending a test than an emergency message. Why else
would we put the priority of a test message above that of an actual
emergency message. Since there are no delays on NPT's and EAN's they should
go right away. Now that tornado warning, lets hold it until the next break
in 15 minutes.

For the purpose of this test - Yes - It worked as it was supposed to -

 As an Example - The two stations I watch over worked this way - 

11:22:09 - NPT Received from NWS Seattle (LP2)

11:22:22 - NPT Forwarded by Station 

11:22;33 - NPT Received from KNKX (NPR)

11:22:35- NPT Received from KIRO (PEP/LP1)

The problem in this case was that the station (A Latino format) wanted to
air the Spanish version that was contained in the CAP Payload...but was not
able to because the NPT (from NWS)got their first.

Other issue - The Audio from CAP would have been better due to lack of
generational degradation

In the real-world, with Real Alerts, we really want the CAP Message to be
received first due to the language issue - TV Broadcasters need it because
they can get must better crawl information than by using what I call
'Lame-SAME'.

Hope this makes my position on this easier to understand.
