While the Spanish special interests thinks this is a slam dunk matter, it
isn't.  And before any rules changes occur, "me-too" backlash/outrage will
need to be carefully considered from the collective of those tertiary
languages.

I'm not going to comment on the Federal thinking on multi-lingual - but I
can comment on what Washington State is doing in that area.

Here too we have a ton of different languages - and to deal with that issue
- the State Government has established criteria for dealing with it based on
a percentage threshold in each county.   Thus far, only Spanish has reached
that level.  In the case of one of the counties, it's now over 50% Spanish.
We are using this regulatory guidelines for our EAS work here.
