[EAS] $55K fine for misuse of EAS tones

Maybe for us little guys $55k is big money but to most stations that 
gets rounded out.

One of the Program Directors that I worked with also had a big mouth 
talent on another station.  They simply had a line item in the budget 
for "FCC Fines".  His perspective was that it was cheap promotion.

Now, if I were made Emperor for Life, any station that ran a 
commercial with EAS tones would lose their license.  Promptly.
