That's a bit of apples and oranges. EAS operations are an area already regulated by the FCC, with arguably clear boundaries and expectations. Security was a much more amorphous topic which was variously argued to be outside of the FCCs existing regulatory scope ( as some argued ), inadequately defined to allow anybody to reasonably self-certify, or outside the normal boundaries of some EAS participant expertise which would incurred a cost burden not adequately calculated by the Commission.
Adrienne's suggestion relating to EAS is much more modest by comparison ( at least on the face of it) - but we all have seen how these things can experience mission creep as time goes on.
