Diffusion of responsibility.  When everyone is responsible, no one is 
responsible.

Requiring an EAS Compliance Officer forces a person to be responsible.  If 
only, it gives the FCC with a single throat to choke later. In theory, 
there is a responsible name on the broadcast license. In practice, lawyers 
try to obfuscate corporate ownership documents as much as possible.

The last EAS NPRM tried to require someone to sign a certification for EAS 
security.  Industry groups universally opposed it.
