[EAS] Attention signal on an RMT

IMHO, the two tone attention signal is so ubiquitous and understood that
it's use should never be rescinded. In most cases where I have been and
the tones were heard, people stopped in their tracks to listen/watch. Even
younger people. They don't stop for the header, but they do for the two
tones. The tones cut through the noise and ambient aural clutter to get
your attention...as it should.
Also note, WEA uses the two tone signal as well. As they should as well.
Never the less, the rule on it's use for the RMT is the question...
