[EAS] Attention signal on an RMT

My reading is the 11.31(a)'s collective intent would include any use of
the EAS and fall under the "emergency" banner. Naturally, the FCC is only
really interested about federal (national) use issues.

Still, this additional contradiction further muddies the matter for state
and local operations.
