[EAS] Attention signal on an RMT

The RMT was intended to be an end-to-end test of the EAS from local/regional/state civil (or in some areas weather originators) and should as closely as possible replicate everything that is aired during a real EAS event. 

Further, there are still legacy emergency alert (non-EAS) receivers in service at schools that only respond to the attention signal. I believe these legacy receivers are even still being sold or are available 

There has so far been no nationwide effort that I am aware of to sunset those legacy receivers in schools or other places they may still be installed, few that they may be at this time. If anyone knows of one, I would be interested to know that.
