[EAS] Attention signal on an RMT

Notice that Section 11.51 (a) says the attention tone must be sent during "national level  EAS messages"--which would be the EAN and NPT coded messages.

However, this is the only place in 11.51 where the attention tone is mentioned.

Now look at Section 11.31(a) where it states that:

"The EAS uses a four part message for an emergency activation of the EAS." and goes on to describe the attention tone as one of those four parts.

The key words are "emergency activation."  An RMT is not an emergency activation. It is a test, and only a test.

So it is not required to send the attention tone with an RMT.  First, it is not an emergency activation, as set forth in 11.31 (a).  Second, it is not a "national level" EAS message, as described at 11.51 (a).
