[EAS] Attention signal on an RMT

There's a bit of a contradiction  11.51(a) says yes, while 11.51(b) says
not necessarily.

(a) Analog and digital broadcast stations must transmit, either
automatically or manually, national level EAS messages and required tests
by sending the EAS header codes, Attention Signal, emergency message and
End of Message (EOM) codes using the EAS Protocol. The Attention Signal
must precede any emergency audio message.

(b) When relaying EAS messages, EAS Participants may transmit only the EAS
header codes and the EOM code without the Attention Signal and emergency
message for State and local emergencies....

(End citations)

In (b), the operative word is "relaying" and makes no distinction on
message type or any embedded voice message. (However, EAN and NPT are
handled farther down in the rule.)

I welcome clarification...
