[EAS] Another EAS hack: Zombie alerts

On the subject of passwords, last week I was working for a county 
(not to be named) that the IT department got so tired of staff 
forgetting passwords and having to reset them, they GAVE THE SAME 
PASSWORD to everyone.  Including the public access computers.

Hackers know to start with PASSWORD and ADMIN and if not QWERTY or 
12345 or ASDFGH.
