I guess it means it's up to management to decide whether an occasional hijacking of their transmitters costs more than the investment required to secure them. Of course that calculation might include the potential cost of fines for obscenity and any civil liability for the results of bogus broadcasts.

Doesn't this change mean that the responsibility for good cybersecurity now
rests completely on the broadcaster? They get to decide now what works for
them and if there's a problem, like a Zombie Attack hack, they don't have
anyone but themselves to blame. This could be the first test case for
broadcaster responsibility...a much needed wake-up call!
