[EAS] Another EAS hack: Zombie alerts

Doesn't this change mean that the responsibility for good cybersecurity now
rests completely on the broadcaster? They get to decide now what works for
them and if there's a problem, like a Zombie Attack hack, they don't have
anyone but themselves to blame. This could be the first test case for
broadcaster responsibility...a much needed wake-up call!

Don't worry, one of the first actions of the new FCC was to withdraw its
cybersecurity risk reduction white paper.  Problem Solved!
