[EAS] FCC BLU Alert Proposal

This definition comes from guidelines written by the Houston LECC and the
National Weather Service. NWS includes the non-weather emergency message
descriptions in NOAA Directive NWS 10-518, Appendix C.

Several state EAS plans have copied the NWS/Houston LECC descriptions in
their plans.
The FCC does not provide any guidance, beyond the short phrase in Part 11.
You can sometimes find some discussion in old NPRMs and comments submitted
during old rulemakings.
