Maybe LEW isn't an appropriate event code in this case. But if, for instance, a major bridge over a river that is the principal way to cross it gets closed due to a nasty accident. Traffic would be snarled unexpectedly in all directions for hours. This certainly has a significant amount of public safety issues involved. An EAS alert would not only inform people who might be unexpectedly stuck in traffic, but alert people who are unaware this has happened and have the opportunity to not become part of the traffic jam. (It would be expected that many people stuck in an unexpected traffic jam would eventually tune into a news radio station.)

What??  Maybe I'm misunderstanding this comment, but it would only be "very appropriate" if there's an imminent threat to the public from criminal activity.  Here's the LEW definition:
