My response
The point is - There is a LOT about EAS that the FCC does not include in
Part 11. Unfortunately there are some that feel that if it's not in Part
11 it does not exist.
I feel it is up to the SECC's to provide all of the state participants with
the information they need to understand how the system works and can be used
for the benefit of all. When I say participants I mean those that Initiate
public warnings as well as those that distribute them to the citizens of
this state. Perhaps this is why our State Plan is constantly being updated,
changed and enlarged.
Re - Event Codes - I have attached one of the WaState Plan Tabs that deals
with Event Codes. This was recently changed, at the request of an
Emergency Manager to make it easier to see which Event Codes are applicable
to EAS and WEA.
I agree that Training is very important for a couple of reasons -
> New technologies are coming along all the time
> The constant churn of personnel in all areas.
On the 'Input side' most jurisdictions are now using a computer system to
manage public warnings as well as other aspects of emergency management.
This is one of the reasons why we now have a Tab dealing with ENS in our
plan.
The bottom line here is that EAS has evolved well beyond Part 11.
