[EAS] Expanding AMBER alerts for native american tribal governments

The legislation is to fund and make permanent a DOJ training program, for
tribal authorities to issue amber alerts.  Not funding an expansion -
funding training of tribal authorities.    

Tribal governments ARE different.  Tribal nations are considered sovereign
governments (566 of them), self governing under a federal "trust
responsibility".  

And, yes, there have been coordination issues between tribal governments and
various layers of Federal, state and local government.
