While I also agree with Phil, it may also be instructive to see what is
expand AMBER alerts on Native American Tribal nations. Just like BLUE
alerts, news media covers news stories about abducted children. Why was a
separate CAE code needed?
I don't fully understand the issue with AMBER alerts for Native American
Tribal nations, I thought tribal governments could already issue AMBER
alerts. But a tragedy occurred, and a child died, and there was some
confusion issueing the AMBER alert.
Now there is legislation to expand the AMBER Alert system on Native
American Tribal Lands. Maybe a good idea. Currently at the Federal
level, each state has a coordinated AMBER alert program. Local city and
county governments are supposed to issue AMBER alerts through the state
government coordinator. Apparently, some people thought tribal governments
were different, and not included.
Of course, broadcast towers aren't limited by political bounderies.
Broadcasters may need to handle AMBER alerts from both State government
and Tribal governments in some areas depending on how it works out.

Will using EAS/WEA for BLUE alerts make a difference? What is equivalent
advocacy group for BLUE alerts?
