Formally, SECCs are not regulatory entities, and have no enforcement
authority. SECCs are advisory groups. SECCs help prepare state EAS
plans. However, until the FCC PSHS Bureau reviews and approves those state
EAS plans, those plans are not enforcable by the FCC (and only the FCC).
SECCs have no formal role even as an advisory group concerning IPAWS or
CMAS (Wireless Emergency Alerts), or the use of WEA by state or local
government officials.
