[EAS] FCC BLU Alert Proposal

Just for the record- 

1- The (pick your favorite color) Alert is not likely to be a requirement
for anyone.

2- I share the feeling that some politicians ....at a time when there is
minimal good will in WDC....are looking at anything that looks like
something the public might praise them for.    It just happened that this is
viewed in the same category as Mother Theresa , Apple Pie etc.    I will
admit it 'smells' better than most things in that city these days.  

3- Here in Washington State, the SECC determines event code policy. (as It
should be)  And, Yes, Phil Johnson is a member of that body.

Yup...same thoughts here. These added vanity message codes do nothing in
reality. If anyone at the FCC lurks on this list, take these ad-hoc comments
seriously. Another vanity or "color" EAS message type is not necessary.  LEW
is plenty broad in it's application to include "Blue Alerting".

EAS is a call to action message for the masses to preserve or protected
their lives en-masse.  To paraphrase the now famous phase borrowed from Mr.
Spock, the needs of the one or few do not outweigh the needs of the masses.
The EBS first, and now EAS has been so deeply ingrained in the public'
mindset that something big is happening to warrant such singular messages is
a distraction and wolf cry.
