That is the language we use for all occurrences of technical trouble.
I would argue, that there is no requirement for the Chief Operator to be a technical person.
Responsible for EAS and fixing EAS are not necessarily inclusive in the same job description.
Just because you know how to check the EAS logs each week does not automatically mean you know how to recover from a technical problem.
If you have to call a non-technical chief operator, who then has to call a technical person, why not just call the technical person in the first place and get the matter resolved sooner?
The FCC does not care who fixes the problem. They only care that, regardless of who fixes it, they can go after the DCO if they need to.
They may ask the DCO the hard questions. If he chooses to defer to someone who can answer those questions, then so be it.
If that's how a station has structured their staff, then it is no business of the FCC as long as whatever is suppose to be done gets done.
