That's one of those inconsistencies.  Only broadcast licenses have a 
"designated chief operator."  Cable systems and other EAS Participants 
have no such FCC thing. Other EAS Participants usually have some 
responsible person, but no particular title or designation by the FCC.

Other oddities include cable systems must keep records for three years, 
but broadcast licenses must keep records for two years. Satellite 
operators choose their source of RMTs, but other EAS Participants must 
use the source specified in a state or local EAS plan. Satellite video 
providers don't need to conduct weekly tests, but satellite audio 
providers must test weekly.

Lots of inconsistencies.
