No. Better call the "Designated Chief Operator", or DCO for short.

That is the term of art that the FCC came up with for the person for each EAS Participant who is responsible for EAS logging.

Many stations no longer have a a person identified as the Chief Engineer.  The FCC-required letter that is supposed to be posted at each EAS Participant's  operating point clearly identifies the name of the DCO.
