Nearly every broadcast station I have worked at had a Chief Operator who was not the Chief Engineer, even though there was a Chief Engineer present. The Chief Operator and Chief Engineer generally have very different duties.

Many stations no longer have a a person identified as the Chief Engineer.  The FCC-required letter that is supposed to be posted at each EAS Participant's  operating point clearly identifies the name of the DCO.
