Again 49 other stations, 5 territories and the district of columbia. 
People who only deal with a single state its not too hard to keep up. But 
when you need to keep track of cable systems or broadcast stations in 
dozens of states, not having a date or a revision number makes it 
difficult to know if your copy is current.

Librarians have handled upating binders of loose leaf documents for a 
hundred years.  The publisher puts a date or revision on the updated 
pages, and often has a table of contents with the latest revision date of 
each section.

The Wisconson State EAS Plan puts the latest revision date of each section 
of its plan on its web site, making it quick to check if something 
changed.

On the other hand, the Washington State EAS Plan new web site requires
downloading every section, every time to check for updates.  Sure, most of 
the time, nothing has changed in most of the sections. But if you miss a 
message on dozens from any of dozens of SECCs, its a pain to check.
Putting a date or revision number on the plan or each section (for states 
that have sections) would make things much easier for people who need to 
update their copies.

Its little things like this, mutipled by 50 states, 5 territories, the 
district of columbia, and 400 or so local EAS areas that make things 
painful for people who work as EAS coordinators for nation-wide 
companies.  I only kept track of 13 states and 43 local DMAs. I appreciate 
the work done by the volunteer SECCs. Some SECCs are very helpful.
