[EAS] List of EAS State Plans

I did not dig too far into any one state plan to see if there were updated portions.
But yes, a plan should not be cast in stone and forgotten.
Perhaps there should be an update page included or even linked too from the plan's front page.
If one always have that last update in 1997 date flashing in one's face, maybe one will be motivated to keep things current.
