[EAS] List of EAS State Plans

Thank you California and Minnesota for links to the new plans. As a translator operator in many states, it is very frustrating and difficult to keep up with the plans. The FCC's site as is pointed out is not up to date. The first thing I look for is monitoring assignments, but in the new Minnesota plan, I couldn't figure out how to get them since they are in an Annex with no link. Years ago we got fined for not monitoring the right station since we followed what was published on line (and we may have had an old copy by then as well). I try to dig up every year our monitoring assignments to make sure we are monitoring the right stations.
