Not every SECC has the resources to fund a website. That means the SECC must
find a site that is willing to host the state plan and there's no one single
entity with the capacity or willingness to host the state EAS plan.
Sometimes it's the state broadcaster association, sometimes it's the SBE,
sometimes it's the state emergency management agency.
Several years ago the FCC began requesting digital copies of state EAS plans
submitted to them for approval. They are probably in the best position to
post these plans for everyone. The only drawback to that idea is that in
states where the SECC is active, we would have no way of knowing when new
stations come on the air and what assistance they might need with setting up
their EAS equipment. Stations from large conglomerates to the smallest
LPFM's have contacted me through either the FCC link or the link on the
Nevada Broadcasters Association website so it can't be that difficult to
find us.

As I said, I followed links from the FCC website that I listed, and some of
those links only went to an SBE chapter or State Broadcast Association
website.
