[EAS] List of EAS State Plans

Ed, Darryl and Dave - 

Thanks for the notes of support - 

We here in WaState are seriously thinking of changing the name of SECC to
something more consistent with what we do.

There are many public warning 'tools in the tool  box' for Emergency
Managers - EAS is just one of them- Well deal with the others as well.

With that being said, I'm sure there are those SECC's that deal with only
EAS and nothing more-

And yet even in a state where you have an active SECC who is trying to have
a plan in place, the FCC it seems, makes it very difficult to get approval
of what they think a plan should be, even though it is not required.

It seems to be like a puzzle that has pieces that come from different boxes.
